 Rivers State Deputy Governor, Dr. (Mrs) Ipalibo Harry Banigo has informed the People of Degema Local Government Area that their PVC is their Power.   Dr. Banigo stated this during the Collect and Protect your PVC Sensitization and Mobilization Rally, organized by the GrassRoot Development Initiative (GDI) at the Rt.
